碳交易体系是世界第二大碳市场，同时具备在未来发展成世界第一大碳市场的潜力。
在此背景下，
北京环维易为低碳技术咨询有限公司在世界银行国际金融公司的鼓励支持下，联合主要利益相关机构组织编制了《IFC 环维易为 中国碳市场调查报告 2016》。本报告是全球第一份以市场为导向详细研究中国碳排放权交易体系的市场研究报告系列的最新一份。除了在报告中仔细研究中国在中央和地方政府层面所有2015年度颁布的相关正式文件之外，我们的编写团队还在全国范围内进行了针对所有的碳金融行业从业者的市场调查，以收集各主要市场角色在能力建设和市场预期上的反馈，掌握了充分详实的第一手数据。

Invitation to IFC Environomist China Carbon Market Research Report 2016 launching event
Dear carbon finance and climate change professionals:
The year 2015 has been an eventful year for the global carbon market and the important transitional year for China carbon market development. While the EU ETS remains the world’s largest policy instrument for carbon emission control, under the guidance of the National ETS Interim Measure, China’s ETS pilots have completed their second compliance period. In order to ensure the successful launching of National ETS in 2017, the NDRC has published the Notice on Practical Implementing the Key Work of Opening National ETS, therefore 2016 is destined to be the critical cornerstone year to China carbon market construction. The launching of national ETS will be in 2017. However, with the 7 designated ETS pilots in further successful operation and the national ETS construction in steady improving as of 2015, China is the second largest carbon market in the world, with the potential to become the world’s largest in the future.
Against this backdrop, with the encouragement from IFC, Environomist has conducted this third annual market-focused China carbon market research with major stakeholders that are involved in the development of the country’s carbon markets. The report has thoroughly examined all official documents published in 2015 at both the central and local government level. In addition, a nation-wide market survey has been conducted to collect first-hand data from carbon finance professionals, on their level of capacity and expectations for the scheme.
